This reference document is the result of a vast multidisciplinary effort combining a citizen-based approach with the construction of a global vision to guide the redevelopment of the park. This plan is commensurate with the immense potential of this large urban public park and expresses the commitment of the Société du parc Jean-Drapeau to contribute in a sustained manner to the valorisation of the park, its facilities and its natural, cultural and built heritage, while recognizing the ancestral Indigenous territory that it represents. Innovating to differentiate itself, implementing an organizational shift, listening to citizens and offering distinctive experiences to visitors from here and abroad: the plan targets the challenges to be met in the coming years to position the park as the jewel of Montreal's great parks.
The master plan is founded on a rigorous and determined approach: the result of an extensive diagnosis, a major public consultation, numerous reflection workshops and iterative design work.
The plan proposes to transform the image of Parc Jean-Drapeau, to give it a contemporary identity and to make it a renowned and cherished place. The leading major projects aim to celebrate the park's multiple histories and enhance the quality of its natural surroundings and public spaces, while ensuring the preservation of its architectural heritage. New pedestrian promenades, a direct connection with the water, including the St. Lawrence River, a variety of landscapes, public spaces accessible to all, increased people-centred mobility, resilient infrastructures, rehabilitated heritage elements and distinctive visual characteristics are all aspects that will henceforth represent Parc Jean-Drapeau and anchor it in the 21st century.
Several underutilized spaces, dedicated to parking or intended solely for event mobilization, will be redeveloped as public places: renaturalized or greened to invite open-air activities and leisure while maintaining flexibility of use. These renewed spaces will respond to needs related to accessibility, inclusiveness and sociability expressed by Montrealers, particularly for residents of neighborhoods near the park. These punctuated redevelopment projects will enable the park to become a facilitator of physical activity by encouraging active transportation and sports activities year-round.
By adopting the best practices in sustainable development, conservation, planning, design, and mobility, while incorporating the spirit of reconciliation and an indigenous perspective, this master plan orchestrates a significant change of direction in the identity and management of the territory of Parc Jean-Drapeau. By creating ecological corridors, greening parking lots, adopting sustainable management practices, enhancing habitats and natural environments, implementing a mobility plan, and connecting spaces through pathways and revitalized landscape experiences, this large public park will serve the public health and collective well-being for generations to come.
