The implementation of Quebec City's new public transportation system involves a major redevelopment of the De Rochebelle High School campus, which also houses the Centre de formation professionnelle (CFP) Marie-Rollet, the Centre d'éducation aux adultes du Phénix, an early childhood center (CPE) as well as the Good Shepherd building rented to third parties (Fédération de l'Âge d'Or du Québec – FADOQ and Institut de réadaptation en déficience physique de Québec – IRDPQ). Indeed, the projected tramway route passes on the grounds of the Centre de services scolaire des Découvreurs, where sports fields are located, directly and indirectly impacting campus operations (relocation of equipment, changes related to vehicular access to the site, etc.).
In this context, the Centre de services scolaires des Découvreurs has mandated Stantec to take advantage of the impact of the arrival of the tramway and to create a healthier, more accessible and sustainable environment. To do so, the campus plan is being revised to meet the following design principles
– Make travel safer and limit through traffic;
– Limit vehicular traffic by creating a shared street;
– Secure pedestrians by providing sidewalks along crossings where necessary;
– Preserve existing trees;
– Promote sustainable and environmentally friendly design principles.
The proposed campus modification created a community hub within De Rochebelle High School. Two synthetic soccer and provincial soccer fields, a track and field and a training area will be part of the campus and will encourage healthy and active lifestyles, while allowing the region to shine on a provincial level.
In an effort to improve the usability of the campus, transportation has also been redesigned with pedestrian and cyclist comfort in mind. To achieve this, a collector road surrounds the site and parallel parking lots allow motorists to access the campus. Otherwise, the design of the roadways puts pedestrians first and allows them to walk in a green, pleasant and safe environment.
