qu&#39;elle a \u00e9t\u00e9 relocalis\u00e9e apr\u00e8s l&#39;ach\u00e8vement du complexe hydro\u00e9lectrique La Grande au d\u00e9but des ann\u00e9es 1980. Aujourd&#39;hui, Chisasibi conna\u00eet une croissance \u00e9norme et plusieurs projets structurants sont pr\u00e9vus. La CNC a profit\u00e9 de cette dynamique pour r\u00e9pondre \u00e0 des besoins importants et planifier son d\u00e9ploiement sur 20 ans selon une approche adapt\u00e9e au contexte local. La croissance d\u00e9mographique, les besoins en infrastructures et \u00e9quipements, et la crise du logement justifient le d\u00e9veloppement de nouveaux secteurs. Chaque intervention r\u00e9pond \u00e0 des objectifs issus d&#39;un diagnostic et est valid\u00e9e en concertation avec les acteurs. La conception contribue \u00e0 r\u00e9tablir la relation perdue entre le milieu naturel et le milieu b\u00e2ti. Elle tente de ralentir l&#39;\u00e9talement lin\u00e9aire afin d&#39;optimiser les ressources. La forme urbaine suit les conditions du sol existantes en fonction de leur capacit\u00e9 \u00e0 supporter les diff\u00e9rents projets pr\u00e9vus et contourne les zones humides et la v\u00e9g\u00e9tation afin de les pr\u00e9server. Bas\u00e9 sur une analyse de l&#39;architecture traditionnelle et de l&#39;histoire du d\u00e9veloppement urbain, le design rappelle l&#39;\u00e9tablissement initial de la communaut\u00e9 \u00e0 l\u2019\u00eele Fort George, avant la relocalisation. Une application mobile permet aux parties prenantes d&#39;acc\u00e9der \u00e0 tout moment \u00e0 la vision globale et aux actions sp\u00e9cifiques.<\/p>\n","en":"<p>The Cree Nation of Chisasibi (CNC) is located north of the 53rd parallel, east of James Bay, at the mouth of the La Grande River where it has been developing since being relocated after the completion of the La Grande hydroelectric complex in the early 1980s. Today, Chisasibi is experiencing enormous growth and several structuring projects are planned. CNC took advantage of the dynamics to address important needs and plan its 20-year deployment according to a locally adapted approach. The major demographic growth, infrastructure and equipment needs and housing crisis explain the development of new sectors of significant sizes. Each intervention meets objectives that arose from a community diagnosis and have been validated in concertation with stakeholders. The design contributes to reestablishing the lost relationship between the natural and built environments. It also attempts to slow down the linear spread of the community in order to optimize resources. The urban form follows existing soil conditions according to their capacity to support different planned projects and bypass wetlands and vegetation in order to preserve them. Moreover, based on an analysis of traditional architecture and the history of urban development, the design recalls the initial settlement of the community at Fort George Island, prior to the relocation. Multiples acc\u00e8s \u00e0 Chisasibi Highway sont cr\u00e9\u00e9s afin de respecter le plan d&#39;\u00e9vacuation puisque Chisasibi fait face \u00e0 de grands risques li\u00e9s au barrage hydro\u00e9lectrique. Des espaces verts, des pistes pi\u00e9tonnes et cyclables et des \u00eelots plus courts permettent une mobilit\u00e9 durable. Le design des rues facilite les op\u00e9rations de d\u00e9neigement et l&#39;utilisation de motoneiges. Projects were deployed according to timetables and infrastructure capacity, optimizing infrastructure and creating recreational and health hubs near available services. To resolve the housing shortage sufficient lots reserved for housing are made available throughout the development, allowing to build houses as infrastructure and roads are open. By deploying uses gradually, the concept creates multiple mixed-use environments. The design aims to improve readability and provide better connections between sectors. The street grid offers multiple access to Chisasibi Highway to respect the evacuation plan of the community since Chisasibi faces great risks related to the hydroelectric dam. Green spaces, pedestrian and cycling trails and shorter blocks allow for convivial sustainable mobility. The street design accommodates snow removal operations and the use of skidoos.
